The Hon’ble Finance Minister, while delivering the Budget 2025-26, emphasized the four essential engines propelling India’s transformation to Viksit Bharat: agriculture, MSMEs, investment, and export. Among them, the third engine, Investment, takes center stage, pouring resources into human capital, economic growth, and technical advancements, constituting the backbone of India’s prosperity.

The Third Engine:

Investment & Innovation

Atal Tinkering Labs: igniting young minds.

Since its establishment in 2016, Atal Tinkering Labs (ATLs), a flagship initiative of NITI Aayog’s Atal Innovation Mission (AIM), has served as a catalyst for cultivating creativity and problem-solving among young minds. These labs give students hands-on experience with robots, 3D printing, artificial intelligence, and emerging technologies, helping to build an innovative culture.

Reaffirming its commitment to enabling one million young innovators, the government has announced the creation of 50,000 new ATLs in government schools over the next five years. The Atal Innovation Mission now has a designated fund of ₹400 crore for fiscal year 2025-26, highlighting its role in shaping the next generation of technical pioneers.

Research, Development, and Innovation: Creating the Path to Scientific Excellence

The government has allocated ₹20,000 crore for private sector-led R&D and innovation, aiming to establish India as a global research hub. This represents a significant increase from the 2025-26 Budget Estimate of ₹2,819 crore and the Revised Estimate of ₹2,351 crore, indicating a strong push for scientific achievements.

The Vigyan Dhara project, led by the Department of Science and Technology, now has a budget of ₹1,425 crore, up from ₹330.75 crore the year before. The allocation of ₹6,600 crore to the Council of Scientific and Industrial Research (CSIR) strengthens India’s commitment to self-reliance in advanced technology. These investments are projected to boost private sector involvement in R&D, moving India toward becoming a technological powerhouse.

Deep Tech Fund of Funds: Supercharging India’s Startup Ecosystem

The government has launched a ₹10,000 crore DeepTech Fund of Funds Scheme (FFS), recognizing deep technology’s revolutionary potential. The Small Industries Development Bank of India (SIDBI) Fund of Funds for Startups would now have a total corpus of ₹20,000 crore due to this strategic effort.

This project seeks to establish India as a global leader in next-generation technologies by pouring new financing into deep-tech businesses, supporting innovation in artificial intelligence, quantum computing, biotechnology, and space technology. Early-stage entrepreneurs will have easy access to essential finance, opening the door for new discoveries and technical advancements.

PM Research Fellowship: Improving Higher Education and Scientific Inquiry

The extension of the Prime Minister’s Research Fellowship (PMRF) Scheme in Budget 2025-26 provides a significant boost to India’s efforts to improve research and academic achievement. An additional 10,000 fellowships would be awarded to academics conducting research at top universities such as IITs and IISc.

Since its introduction in 2018-19, the PMRF scheme has attracted the sharpest brains. It offers straight Ph.D. admissions and generous fellowships ranging from ₹70,000 to ₹80,000 per month. With improved financial support and possibilities, this plan aims to usher in a new era of scientific brilliance, putting India at the forefront of global research and innovation.

National Gene Bank: Preserving India’s Agricultural Heritage

In a historic attempt to protect India’s agricultural past, the government has announced the formation of a National Gene Bank, which will preserve over a million germplasm lines. This project will help to ensure food and nutritional security while also supporting agricultural research and conservation activities.

This second institution, founded over three decades after the first Gene Bank in 1996 by the Indian Council of Agricultural Research-National Bureau of Plant Genetic Resources (ICAR-NBPGR) in New Delhi, will expand genetic resource conservation. With 12 regional centers across India, these repositories will play an important role in improving crop resilience and securing India’s agricultural future.

National Geospatial Mission: Revolutionizing Urban Planning and Infrastructure.

The National Geospatial Mission, announced in the 2025-26 Budget, has the potential to alter urban planning and land management in India. Using the PM Gati Shakti framework, this mission intends to strengthen geospatial infrastructure, allowing for more effective planning and execution of large-scale infrastructure projects.

Geospatial technology—which combines real-time location-based data with powerful analytics—has the potential to transform land records management and urban administration. Despite an initial budget of ₹100 crore, industry analysts are concerned about the mission’s ability to achieve its ambitious goals.

Conclusion

The Union Budget 2025-26 exemplifies India’s desire for holistic and sustainable development. The government has laid forth a blueprint for a Viksit Bharat, which is self-sufficient, knowledge-driven, and technologically advanced.

This budget represents a forward-thinking vision for a prosperous future, from cultivating young innovators through Atal Tinkering Labs to accelerating research through deep-tech investments, and from protecting agricultural genetic variety to digitizing India’s intellectual legacy. As India approaches its centenary of independence in 2047, these ground-breaking efforts will define a society that lives on innovation, progress, and shared wealth for centuries.
